Administrative Services

The Administrative Services Division within the Erie County Health Department has an important role to fulfill. This division is charged with the financial planning and all of the details surrounding the fiscal management of the agency including billing, accounts receivable, accounts payable, purchasing, logistics, facilities management, work force training, vital statistics, payroll, and various departmental programs. Daily attention is given to the most efficient and appropriate use of limited revenue funds. A "good governance" philosophical approach guides our decision making process.

Extensive planning of a realistic and balanced budget allows the department to operate efficiently. This, coupled with the use of proper accounting and bookkeeping practices, enables the agency to prioritize and manage expense decisions, keeps the budget on track, and meets our stakeholders’ expectations for fiscal performance.

The Erie County Health Department operates on three separate levies, a .2, .3, and .5 mill levy, which together account for just 38% of the agency’s gross revenue annually. Conversely, a full 62% of our revenue stream comes from other sources than the taxpayer base. As we continue to use financial guideposts to plan our service expansions, our county residents can expect to see this trend of decreased reliance on levy funding continue into the future. We are proud of this conservative management and our ongoing ability to provide service excellence in these tough times.
